How Can Forearm Cuts Causing Raised Scars Be Treated?

I got two cuts on my forearm about 5 months ago, they weren't too deep and didn't bleed much. I thought they would have heal by now but one of them is a raised,red mark and the other is a slightly visible mark that shows up red when I'm exercising. I was wondering if they are scars and if not what can I do to prevent them becoming scars.
