How Can Foreskin Cuts, Penis Shaft Tightness With Recurring Injury Be Healed?

Hi. Few months back I got cuts on foreskin and also a ring of tightness around shaft. The cut haven t heal completely due to erection keep opening cuts. Then there is the ring which seems to be a loss of elasticity of foreskin, which also seems to pull skin tight not allowing the cuts to heal. I have tried a few things but does not really work or work fast enough to heal. Do you have any suggestions?

The tightness can be due to dehydration, diabetes and phimosis. Take local steroids to have better results.
