How Can Frizzy Hair Be Treated?

For about a year & a half I ve had patches of frizzy hair. Except for these patches my hair is very thick and healthy, and have never had issues with my hair. I ve been taking Vit E, Biotin, & a multi vitamin for about a year without making a difference. I also use conditioning treatment about once a week. Not sure why this is happening or how to fix it.
