How Can Inverted Penis Be Treated?

My 13 year old son is concerned about his penis being inverted . The only thing that comes out is the head . He says its up inside of him. He did not have this problem when he was younger. He has gained some weight and is now 130 lbs. 4 10 . Could his weight be the cause or should I have him checked out. This isn t just a concern of a small penis. There is something definitely wrong . I m positive this isn t normal. He did have a terrible circumcsion when he was born. Could this effect the growth now?
