My ears are plugged or swollen shit and I can barely hear. I did have a bad cold for about three weeks but that has been cleared up for well over a week and my ears are still plugged. I have tried everything recommended online and still they are plugged, I am concerned it is permanent???

Need not to worry. I would suggest you to take steam twice a day as it will relieve cold and help in preventing blockage. Apply warm dry compresses to external ear. You should keep your ear dry and cover your ear while bathing. Do warm saline gargles. Put otogesic ear drops.
I would suggest you to consult an ENT specialist for proper diagnosis. The doctor may examine by otoscope to check level of infection. The doctor may prescribe antibiotics amoxicillin at least for a week along with decongestants.
