How Can Poor Blood Circulation In The Left Foot Be Treated?

hI, what can be done for someone who has only 1 small vein from left knee to foot with minimal blood flow going to foot. Already has lost (amputated) her big toe. Please say there is something that can be done! Maybe a vein re-section or something ?!
