How Can Severe Brain Damage In An Infant Be Treated?

My 1 year old son was born @ 28 weeks with severe brain damage to his cerebellum. He had a grade 4 brain bleed and he has hydrocephalus. He can roll over. He can t sit up on his own, can t crawl or walk. He s 14 months old. He sees a physical & occupational therapist. One of the many doctors that treat him typed his diagnosis on a visit summary last week as spastic quadriplegic cerebral palsy. Is that possible to diagnose at 1 years old?
