How Can Severe Pain And Unable To Walk Due To Back Issues Be Managed When It Is Considered High Risk For Surgery?

My brother has mulitple health issues but the biggest issue he suffers from at this time is he has tremndous pain in his legs - He can no longer walk - Hi back is in terrible shape and driving alot of what is happening with his legs - The docotrs have basically refused to do surgery as he is considered a high risk patient - He is overweight and has had a few trips to hospital a few years ago in heart failure - He is 57 years old and it is hard to watch but he is giving up on life. I know he is in pain but I feel like there has got to be something the doctors can do to help him. He lays in bed all day ...day after day because it is really to hard for him to do much else . How do I find him someone to help him as I cant just let this go on. They say his back is a mess but they refuse to help . what can I do to get him some help
