How Can Severe Pain In The Legs Be Treated?

Hi, as not being a student of biology I m telling the problem in my way, hope u gonna understand! My mom is 43, and from last many years there is too much water in her body, specially from under the waist to the feet. Her kidney, lungs, thyroid, blood, urine, heart all are tested, and all are almost okay... if u give the opportunity i would like to inbox u the pictures of reports so that you can give the actual statement of her present physical system... but she s not getting cured from it, it occurs pain in her legs and she suffers a lot! so if you would please give the right direction we would be so thankful.

Could it be a chronic inflammation with some diseases or I think could be hereditary autoimmune and also due to absence of some compliment factor.
I would really like to see the patient and examine.
