How Can Severe Pain In The Neck Be Treated?

Hi; I have a horrible pain in the neck that goes to my head, all CT scans are showing that I have nothing on my neck or head but the pain in the neck is daily. The last Dr. at Emergency Room explained that it was the muscles on my shoulder. I already went to Physical therapy, massages and acupuncture, nothing worked. I already went to a Neurologist and an Orthopedic, nothing wrong with my nerve system or my back.
