How Can Shins Bruising With Tissue Loss Be Treated?

I have bruising on my shins that will not go away. Every time I hit them the bruises get progressively worse to the point that if I were to get hit now my skin would split open. There also seems to be tissue loss in conjunction with the bruising. It's only on my shins. I'm 30 and healthy otherwise. My father suffers from the same affliction.
