Hello and Welcome to ‘Ask A Doctor’ service.
I have reviewed your query and here is my advice.

If you're penis touched bleach then you may developed above symptoms.
It may be due allergic reaction of skin to bleach. you may use moisturizer cream or local steroid cream to recover. Do not worry it will subside it's own. If symptoms not improved please consult your doctor he will examine and treat you accordingly.

Still queries, please feel free to ask.
Take care
