How Can Stiffness In The Legs Be Treated?

I had a total knee replacement Dec.6, 2017 then manipulation Jan. 10, 2018 because my range of motion was still at 45. I am in physical therapy and had the CPM machine for 3 weeks. My scar was flat but is now raised and very sensitive to clothing, sheets etc. I have been rubbing cocoa butter on it. Despite all the pt my leg from thigh muscle to bottom of scar is so stiff. My range is still only up to 85. I am extremely worried.
