Chronic low back pain (MRI - two herniated discs, mod/advance DJD L1-L5, multiple compression fractures, significant bone build up). Had this for 30 years. For about 8 months I ve had pins/needles in hands/fingers (both). Over the last month; I ve had severe low back pain, constant pins/needle in hands, and now the low back pain is radiating to right testicle. I m thinking pinched nerve, ruptured disc...

Yes, this looks exactly to be because of pinched nerve. The treatment of it mostly consists of physiotherapy. Rarely, if very serious, surgery is needed. At the moment, you can take certain drugs that may control the pain, these include like Gabapentin, Pregabalin. I would also advise you to take some B complex and vitamin D.
