How Can Tinnitus, Ear Clogging With Pain And Hearing Loss Be Treated?

Hello,my problem is that i'm suffering of both tinnitus and pain / plugs in my ears. This has been a problem for me the last 3-4 months. I started out with tinnitus in my right ear, and then i got both "plugged ears" and pain in my ears. I have been talking to a ear doctor but a hearing test showed that my hearing is 100% normal. But still i have problems (the last 7 months) to hear people in noisy areas when they are talking. Im also taking medicine (Xiagrid) but this shudn't affect it. And i have tryed not to take it for 2 weeks but that didn't help. What can the problem be?
