How Long Does Fractures On Leg Take To Heal?

my brother friend met with accident and his leg got factured, they have put the rod inside his leg. The doctor who treated told him that he will get sensation in his leg by 2 to 3 months however he has not got the sensation till now. Could you please let me know the reason for this?
