How Relevant Are Are Bone Scans In Detecting Bone Cancer?

my father in law had terrible hip pain. Went to dr and then surgeon they said it was arthritis, he needed a hip replacement. We asked isn't it strange to come on that quick? Dr said it sometimes manifests this way. Went for all preop arrt, went for bone scan. All good. Had surgery- found cancer in bone, he survived operation, had trouble breathing, was intebated, then passed away the next day. Why didn't the bone scan dtect the cancer?
