How Should Brain Hemorrhage With Residual Breathing Sounds Be Treated?

Hello Sir My dad had brain haemorrage in July 2009 he was released from hospital in August 2009 after spending 28 days in ICU. He had tracheastompy and till Jan 2010 his condition had steadily improved. After february the medicines were minimal and were only to control his BP and sugar , but his rate of improvement has been small since then. The only question sir is that he creates a voice like "siiiii siiiiii" while trying to breadth and the frequency has gone up during the last 2 months, can you please advice what is the cure and if something can be done
