How Should Penis Foreskin Swelling Be Treated?

Hi Doctor, I m newly married, 3 days back my pennies outer skin started swelling, not sure the reason, i visited General surgeon, he moved my skin forward and gave tablets,but no result, please advise. what doctor i should reach and what medicines i should take.
