Hello and Welcome to ‘Ask A Doctor’ service.
I have reviewed your query and here is my advice.
You most likely have Xerosis i.e dryness of skin. Perhaps it is the change in climate in your new city that is causing the skin to become dry and itch. The fact that you had some relief from using a moisturizing lotion is suggestive that your skin is extremely dry. I suggest you to use a bland moisturizer, regularly at least 2-3 times a day e.g either petrolatum or Vaseline. In addition I suggest you to take an oral antihistamine e.g Cetrizine tablet once every evening for symptomatic relief from itching.
Hope I have answered your query.
