How Should Shoulder Movement Restrictions Be Treated?

hi gm!! i have a problem in my right hand shoulder , i cant able to lift up my hand with 90 degreess , i can just lift up to 75 or 80 % ..... already i had phsyotheropy for that , but no use , remaining things like lifting weights are all fine , but only thing is i cant lift my hand up ....... and i cant lift to backwords also .... plz give me a good suggestion
