How To Cure Red Blotches On Chest And Spreading Towards Neck?

i have some red blotchiness on my chest (right below my rib cage and up toward my neck) and it is spreading onto my neck. I first notived it as one or two almost perfectly round red spots about the size of a quater (maybe a little larger) right below my rib cage about 9 months ago. It seemed to get better then would come back. It seems to get most pronounced in heat. it has slowly started to spread around my cheast, but slowly. It is also starting to get slightly flaky and mildly itchy (especially on my lower neck). I dont have medical insurance so I have not gone to the doctor. What is it?
