How To Cure Swollen Painful Knees After Hitting?

One week ago today my husband hit his left knee hard when the heavy duty ladder he was on, slipped and fell forward. It has been swollen very large and he has put ice packs on it several times a day. This has not helped at all. It is very painful and he cannot put any pressure on it. Do you think he should see a doctor?
