General Surgeon 's  Response
Hi.
The recurrent reducing and enlarging swelling on hte right side of the scrotum after a trauma caused by hitting the bar of the cycle can be due to:
Hydrocele or funicular type of hernia where it is connected to the abdominal cavity allowing the peritoneal fluid to sip down and also get absorbed.
Simple surgical exploration and herniotomy or hydrocele surgery may be performed to get a permanent relief.

Consult a General Surgeon and get investigated if advised so and get operated.
