How To Deal With Developmental Delayed In A Child?

Infant was diagnosed developmentally delayed. She is 12 weeks old, not much strength in her neck. Mother noticed that she was staring and could not get her attention. After she finally got her attention, she fell asleep. Could she be having some kind of seizure? She was three weeks early and mom had placenta previa.

I really appreciate your concern, actually this is not the obvious symptoms of seizure and if this being suspected then it need to be confirmed with clinical condition and some CNS test like EEG and others, but it may not be seizure like activity, hope this information helps, take care have a nice day.
