You seem to be developing frostbite which is basically the reaction of our skin to severe cold. You should protect your hands and feet from cold by wearing proper woollen socks and gloves. Avoid contact with cold water or air. You can apply a topical steroid cream like cortisone over the affected areas twice a day . In addition you might need to take some oral antihistamine like claritin for the associated itching .
