How To Get Rid Of Winter Mediated Dirty Skin On The Top Of Toes?

I have dirty toes- the skin on the top of my toes. I get it in the winter- with the boots & all the socks. It does not come off easily with soap, water & scrubbing. Normally Nair will take it off pretty easily in one or two treatments. This time it still won t come off. Not even with nail polish remover. Any ideas?
