Allergist and Immunologist 's  Response
Hello,
Although the absolute eosinophil count is high, the total IgE level is not very high which would probably suggest this may not be allergic asthma.
However, I would recommend specific IgE blood tests against aeroallergens to ensure he is not allergic to say house dust mite or cockroach as Immunotherapy will help to a great extent if he has any specific allergies.
otherwise, optimal medical management with Fexofenadine, Montelukast and combination inhalers will be enough to control the asthma.

Best Wishes.
