Hello,
Welcome to healthcare magic.
From your history and description, I would also like to consider an allergic contact dermatitis ( to the new whitening cream) along with acne.
If it were to be acne, you could benefit from taking a course of antibiotics like doxycycline once a day for 4-6 weeks to bring the acne under control.
You could apply a gel containing nadifloxacin in the morning and 2.5 % benzoyl peroxide at bed time.
If it were to be an allergy to the cream, you may need to apply a mild topical steroid like desonide or hyrdocortisone twice a day for 5-7 days. An oral antihistamine like levocetrizine at bedtime will also help.
Hope this helps you.
Take care.
