How To Handle Child Tantrums?

My daughter goes off, she yells and screams to the top of her lungs,she sometimes stares off into space,she talks and laughs to herself and she refuses to bathe at times...she has ran away from home and even been abusive toward her sister....what should I do

Ignore the tantrums, but the abusive behavior and running away needs to be addressed by a counselor that specializes in childrens problems. She may need to see a child psychiatrist
