How To Treat A Failed Grafting In Left Hand Humerus Part?

my father had been operated on his left hand humerus part as his bone got broken so in his operation the rod has been inserted for the support and also grafting had been done to fill the gaps. doctor advised him to take proper precautions until the gaps are fully filled the operation had been done in february but today when he visited his doctor again he said that there is no improvement at 1 poimt so again grafting has to be done that means again an operation.
so can you please tell to which doctor i should move for second opinion? as i m leaving in anand vihar delhi
