How To Treat A Tanned Arm With Small Lesions?

Hi, my arm is highly tanned and whatever i do, tanning doesnt go. Also there will be some small lessions which will become white spots and heads will come out after few days. Even if i do not rupture them, it leaves behind small black marks all over my arm, especially forearm. What shall i do?
