How To Treat A Threatened Miscarriage With Cervix Dilated At 1?

I think i am only 3 weeks pregnant, debris were seen in my uterus but nothing else has been spotted. I am on a threatened miscarriage with my cervix dilated at 1. Does this mean there is no chance of baby to survive or its just to early to tell. I was bleeding but light but this has almost ceased
