How To Treat Constant Itch At The Base Of The Skull?

I have an almost-constant internal itch at the base of my skull which is driving me crazy! I've also been getting zits in that area, which I'm assuming are from the bacteria from me scratching back there all the time. The area seems to itch more when hot water hits it like when I'm in the shower.
