Hello
There is an urethral opening through which urine passes in male in penis . Glans is covered with skin ( foreskin ) . In few cases due to congenital defect ( idiopathic reason ) retraction of skin is not possible or partial retract .
In such cases few doctor termed it as paraphimosis .
I think same thing happened with your son.
However this is not a case of tension , nor it is dangerous but bothersome.
So the best option is consult nearby qualified doctor and get his help .
Within 5 minutes your son will be able to retract his foreskin ( depend on doctor concerned ).
Good luck.
