How To Treat Numbness,weakness And Tingling Sensation In Leg ?

I herniated L5 and S1 dec 09 and now my right leg has numbness, tingling, diminished achilles tendon reflex and weakness in my right leg. It seems to be getting worse with time and I have difficulty walking due to leg pain. Do you think back surgery is an option if so what is the most noninvasive procedure.
