How To Treat Penis Itching?

Hi my husband is having penile itching now for about two to three weeks. He went to a clinic and saw a Dr who prescribed him Fluconazole which he took two pills one week apart. He finished taking the last pill last saturday. He is is still very uncomfortable and I am curious as what to do? I bought him some monistat (generic) and it does not seem to be helping.

It would be useful to know if he has scaly rash or increased moisture and which part of penis is affected . Possibilities are fungal infection ,non fungal dermatitis .
If it was fungal infection, fluconazole would have helped. It can also be contact dermatitis from any topical agent like condomn etc.
Need to exclude diabetes causing fungal infection. Once fungal infection is ruled out topical steroid may help. Have him reevaluated by his doctor.
