How To Treat Severe Pain Radiating From Lower Back Due To Bulging Disc?

i have a 2mm bulging disc The pain I am experiancing is agonizing as it radiates down into my buttock and all the way down my leg and my toes are numb. The pain is so bad i have had to go to er 3 times and was admitted once. The orthopedic surgeon was not willing to try surgery d/t the MRI results. I have been in bed for over a month and I am currently in Pain management. The problem is the pain manageent doctors say surgery is the only way to get relief but i cant get anyone to operate any advice
