How To Treat Stiffness In Neck?

I have a very stiff upper neck (top of my spine) and a low grade head ache that has lasted for well over a week. I ride a road bike and think it may be a overuse injury. What is surprising to me is the intensity of the stiffness and the seemingly fast onset. What advice to do you have for me?
