How To Treat Uncircumcised Penis?

My boyfriend is uncircumcised. He s very sensitive when I touch the tip of it.I discovered that at the tip of his penis there were two big dark red bumps.They look like they were filled with blood.He said it hurt where the bumps were located.Also the tip of his penis was bleeding.What could this be.
