How To Use Bensal-HP To Treat A Burn?

I was given a prescription for Bensal HP to treat a burn. I find the ointment to be very watery. Instruction tell me to build a 1/8 inch thickness. It is so watery that it runs off of the burn. Am I suppose to put it on layer by layer, setting and drying a bit between?

Bensal hp is an antibacterial cream.
You can apply it layer by layer to form a thick film.
This will prevent bacterial infection.
