I Have A Rash On Both Arms, Primary Care Physician

I have a rash on both arms, primary care physician gave me a oral antibiotic and a cream to put on rash and it has done nothing. It is extremely itchy. It ends up being open red circles with like two white dots. If you pull out the white it looks almost like a tiny magnet and it bleeds at the beginning of pulling white item out. It bleeds bad. The marks are a perfect circle. The cream they gave him is Mupirocin ointment USP 2%. I hope you can help my husband he has had it like a month. Thanks
