I Have A Small White Bump On My Forearm.

I have a small white bump on my forearm . It s very white and can be seen from a distance. I ve actually tried to remove it and it grows back. It takes awhile to form again and remains a sore , then goes back to bright white. My skin around it seems to change, at times it s dry. Im a 48 yr old female that doesn t see a dr too often. People are telling me it s skin cancer , is this possible?
