I Have Dark Circles Around My Eye, What To Do ?

I have dark circles around my eyes. The area is a little itchy and puffy. It's also dry, it's also starting to wrinkle . My whole body seems to be dryer than usual. Can you tell me what's wrong ? or what to do?

If the weather is cold, then it is quite common to face this issue. Meanwhile use a mild soap with good moisturiser and also apply a seperate moisturiser. Drink good amount of water.
