I Have Had A Constant Fluttering Sensation Just Above My

I have had a constant fluttering sensation just above my right ankle back side of my leg and my ankle swells at times. The swelling relieves itself with rest and elevation but the fluttering is constant and has been going on for 3 days now. I had the following test results about 2 years ago. Should I be worries?

IMPRESSION:      
Atheromatous disease involving the bilateral carotid      
bifurcations without clear hemodynamically significant stenosis      
of the ICA origins.
The common carotid artery peak systolic velocity on      
the right side is 95 cm/sec. ICA proximally is 100 cm/sec, mid      
is 118 cm/sec, and distally 122 cm/sec. ICA/CCA ratio is 1.28 on      
the left side. Common carotid artery peak systolic velocity is      
130 cm/sec. ICA proximally 72 cm/sec, mid is 93 cm/sec, and      
distally is 91.6 cm/sec. ICA to CCA ratio is 0.72. Anatomic      
images      
demonstrate prominent disease involving the carotid bifurcations      
bilaterally as well as the common carotid arteries. Incidental      
left-sided thyroid nodule measuring 10 x 8 x 7 mm
