I Have Had Fluid In My Ears For Several Weeks,

I have had fluid in my ears for several weeks, although a doctor checked me today and said my ears were clear. I still have trouble hearing sometimes. My ears plug up, sometimes I hear a sloshing or clicking sound when it happens. My voice sounds like I have laryngitis and my eyelids look like I've been crying for a week. I'm not itchy and my throat doesn't hurt. I've tried every allergy medicine available. The doctor today prescribed elidel cream, which my insurance has to pre approve and I understand that it's very expensive. I read that it's for eczema, and I don't have any symptoms of that and it's not supposed to be used near my eyes which is where the swelling is. I'm thinking I should go and see an EENT. Any thoughts?
