I Have Had Tiny White Dots On The Inside Of Foreskin

for about 3/4 years now i have had these white dots around the inside of my foreskin (when you pull it back). these dots are in groups, with around 10 - 15 tiny white dots in each group ( i have 3 patches of these dots). they cause no disturbence what so ever (so no itching or anything like that), they produce nothing at all when squeezed , they are just there. i'm 17 years old and have had no sexual contact, so it can't be an STD. Each single white dot is about the size of the mark left when you make a dot with a writing pen. they have not increased in numbers, size or colour since i noticed them. they are just there making my genital area unattractive. what are these exactly?, will they go ? are they dangerous ? and will they cause harm to a sexual partner ? ...many thanks
