I Never Realize I Had This Problem, But Recently When

I never realize i had this problem, but recently when i am cleaning the penis head - i think its the frenulum part, there is some white spots substance, believe to be the sperm stuff, attached to the skin already, meaning the skin might have grown a layer over to merge the sperm spots together. It is now impossible to remove just by washing with water or wiping with a clean cloth. How do i treat it? Is it harmful if i leave it alone, would it dissapear in time? or do i need to remove it? How do i remove it and what does it brings if i dont remove it. I still do regular cleaning though. I dont have any cash with me, and my family is struggling for financial support. I just wanna get a little advise on what should i do as i am really concerned. I would really appreciate you if there would be anyone reviewing my entry.
