Is BP Of 100/69 And Pulse Of 96 Normal?

I have high bad cholesterol levels. My blood pressure is not constant. It spikes. My primary care provider would not prescribe blood pressure meds because she was afraid it would drop too low. Unfortunately at mental health, bp 172/100 prescribed LISINOPRIL. Bp now 100/69 BPM 96. History of tachycardia. I constantly hear y heart beating in my left ear sometimes it keeps me awake. Do you have any suggestions?
