Is Benedryl Safe And Effective For Congestion And Respiratory Issues?

I have been living in an old house, way out in the boonies . Two things that concern me: 1) I am congested every morning, and often have to take Benedryl at night because of the upper respiratory difficulties; and I often smell a strong odor of bleach. 2) The house water comes from a well.... the water smells. It is subtle on it s own, but the longer I bathe and wash cloths with it, the funkier I seem to smell (we have had it tested, and they say it is fine ) We do not drink it, but the smell is sometimes more than I can handle on my skin and clothing.
